If you run into Mr. Chaos on your way through EngVille he is both coming and going. He is always working on more than one thing at a time and chances are it was due yesterday.  Mr. Chaos makes time for everything but has no time at all, a quality that makes him appear excited and flustered all at once.  EngVille makes Mr. Chaos' life hectic in every way, but he wouldn't change a thing.
